Univ.-Prof. Dr. Bilyana Petkova

Willkommen am Institut für Rechtswissenschaftliche Grundlagen

Univ.-Prof. Dr. Bilyana Petkova joins the Graz Faculty of Law as a Full Professor in Law and Society in the Digital Age. She will be teaching courses on Urban Law & Law and Technology (with Prof. Iris Eisenberger).

Between 2017 and 2019 Bilyana was an Assistant Professor at the Department of International and European Law of Maastricht University in the Netherlands where she taught European Law; in 2020 she was an Assistant Professor at the HBKU College of Law in Doha, Qatar where she taught comparative constitutional law and law & technology. Bilyana has also been a Visiting Faculty at the University of Melbourne School of Law in Australia (summer 2018) and at the Georgetown Law Center in Washington DC (fall 2019) where she co-designed and taught a seminar on the General Data Protection Regulation (with Mark Rotenberg).

Previously, Bilyana was a Max Weber postdoctoral fellow at the European University Institute in Florence, Italy, and at New York University where she was a part of the Jean Monnet Center for Regional Economic Law & Justice and later, the NYU Information Law Institute. Bilyana holds a PhD from the University of Kent (Brussels campus, Belgium) and a Master’s in Studies of Law from the Yale Law School. Her paper "The Safeguards of Privacy Federalism" won a Young Scholars Award at the Eight Privacy Law Scholars Conference in the University of Berkeley, California (2015).

Research interests: comparative constitutional law, judicial legitimacy, federalism and data-driven cities, US-EU privacy law and freedom of speech in a digital age; platform regulation.

Book projects: "Fundamental Rights Protection Online: The Future Regulation of Intermediaries" (with Tuomas Ojanen (eds.), Edward Elgar, 2020) "Privacy and the City: How Data Shapes City Identities" (with Ira Rubinstein, under contract with NYU Press).
