Assistant Professor Dr. Benedikt Harzl, affiliate scholar at the Department “Global Governance”, outlines the background of the recent – and ongoing – escalation concerning the moving of Russian troops to the Ukrainian border. He explains why a full-blown and full-scale military conflict is unlikely, but warns that Russia may act on its ultimatum in a hybrid fashion. Neutrality for Ukraine is discussed as one of the possibilities to deescalate the highly tense geopolitical climate in Eastern Europe.
